My brother keeps downloading and I lag really bad, I usually have to yell at him to stop downloading but now it's no help. I checked his utorrent and he had about 10 downloads and took up 95% of the routers speed/s.

Is there a way where I can reduce his download speed to 500-600 kb/s which is half our internet download speed.

Solution
Almost nothing you can do. Torrent and in particular U-torrent resists being limited. It has all kinds of dirty tricks to bypass any form of filtering. This was done because ISP make huge attempts to limit this traffic.

The tricks of limiting even download rates do not work well with u-torrent. It is using UDP for the file transfer so the application itself...ie utorrent is responsible for deciding what to do about packet loss . This means unlike the TCP window size error recovery that causes TCP based applications to slow down there is not tricky way to stop torrent.

Pretty much you would have limit his data rates so much he gives up or he himself reduces the rates his torrent client is requesting the data.

The problem is...

The problem is you can't stop someone who is willing to tolerate say 80% data loss and just keep try and trying until they get a clean copy. Every attempt still eats the bandwidth even if they did not receive the data.

One thing you can do is change uTorrents upload and download speed limits. Set the upload speed to be about 25-50% of your total speed.. It doesn't matter about download.. that should help out your other connections.. It's the upload speeds that can cause regular download speeds to go slower... if it's set too high.

This so called fix makes way too many assumptions. First it assumes there is a issues with the upload speed being exceeded but it is much more common to exceed the download speed. It also assumes that their is some magic ratio of download/upload, this is completely outdated now that there is sliding window in tcp. On top of all this utorrent does not even use TCP..

As a over simplistic example.

PC send "give me file xxxx" and remote server sends you a file at 100mbit/sec. How can you possibly limit the outbound traffic so low as to prevent the request for the file.

Now in the real world there is a small amount of traffic going the other way so the server know to keep sending but utorrent in particular is designed to tolerate huge amounts of traffic loss.

I think you MISUNDERSTOOD my answer. I meant all you have to do is go to the computer your brother uses.. open up uTorrent... go to Settings... and change that program's upload speed. By default.. it's set to unlimited... that's why you're having so many problems... just change upload speed to 25 and you should be fine.
