My browsing speed is slower on 10 mbps connection and faster on 512 kbps connection, why?

Took connection of 10 Mbps but the browsing is slower than fixed broadband 512 kbps speed connection

Because it's a worse quality connection, even if it's advertised as 10Mbps.

You can use SpeedTest to assess the raw throughput of your connection and PingTest to assess it's quality.

Ping is very high its around 400 ms, how can i reduce it?

Thats why the connection is bad.
If you are on wireless, connect a cable instead. No other way to reduce it.
