And Most Importantly, Why Are You Upgrading: I am upgrading as my system is getting to 4 years old and is starting to slowdown. I got my first blue screen a few weeks ago but luckily it has not happened since. Also I am going to be working for the summer and finally will have money to spend.

This build is mainly aimed for aesthetics...
Cpu,gpu, power supply, mainboard ,ssd, hdd, screen can be picked.
The other things can be replaced for cheaper options

Is dropping down to an i5 and getting x2 gpus going to up the performance?

Yes. For gaming, the i5-3570k is as high as you need to go. Also, do you intend to use both screens for gaming?

One screen will be for the game and another will be for a browser, video or anything else I am doing other than gaming. Also dual screen are quite handy while doing college work so that is another reason I am going with 2.

Just as I suspected (and good idea, by the way, I use the same setup). In that case, we can get a better gaming screen and a cheaper utility screen.

I was unable to find my screen of choice for gaming (the ASUS VG248QE) on any of those sites. If you can find it, I would get it. Otherwise, get whatever monitor you feel comfortable with.

Depends on what he plays and how long he intends to keep this PC. Plus, I assumed (granted, without any precedent other than my own case) that he would likely upgrade to a higher-resolution 120hz monitor when they are available. That said, you're correct, for gaming in the present day on 1080p, a single 7970 is more than enough.

I often record my game play and run multiple clients of one game and stream some times. Im not sure it this needs another gpu but its quite hard to record good quality game play on my current build. A single 4870 (ik a bit out of date)

For my own recording build (which I needlessly future-proofed, I must admit.) I used a pair of Vapor-x 7970 ghz. Editions. They're complete overkill, but I felt it was worthwhile to be at least slightly future-proof, and I had enough to afford it. Efficiency-wise, they're not a good choice, but they would allow you to record and play on higher settings in a small number of extremely demanding games (Far Cry, Crysis, so on and so forth). If you have more money than sense, as I did when I got mine, they may be worth it for you.
