OS: Windows 7 SP1 Professional 32-bit

Is this build good? What games can I run in 30fps?

It will run most at 30fps with lower settings, one thing you'll need for most newer games would be to add another 4gb of memory. 4 just doens't cut it on newer games. Why did you go with 32bit windows? unless you already own it, go with a 64 bit version. With your current build you'll get 1 gb of video memory, and 3 gigs of system memory. This will even further hamper performance.
