Question My case and cpu fans stay on after shutdown ?

Hello, a few weeks back this started happening every single shutdown.
I would shutdown from the menu but the lights and the fans would stay on and spin without making noise. My pc also freezes while on idle or while being used. After it freezes I have to hold down the power button to boot up again. But every time I do that I have to change the display port that I am using to an another one for my monitor to post or I just dont get anything on my monitor. I have tried an another psu and it did not appear to be the problem.
My system:

Mobo: ASUS EX-B360M-V3
CPU: i5-9400f
PSU: Corsair vs550
GPU: Gigabyte RTX 2060
Monitor: MSI Optix MAG271C
SSD: SanDisk SDSSDH3250G
RAM; XPG D30 16gb

How old is the PSU in your build?

BIOS version for your motherboard?

My pc also freezes while on idle or while being used.
If the system shuts off when taxed, then it's a PSU issue(or a thermal issue, overheating).

I have tried an another psu and it did not appear to be the problem.
What PSU did you work with as a donor unit and how old is the replacement unit?

Hello, it is exactly 2 years and 10 months old, but I tried an another PSU and it was not the problem.
I believe the donor psu was thermaltake litepower 550w
My bios version is 2805

Try a different motherboard to troubleshoot.
