Question My case fans go to 100% on OS boot and can't change them

Hi, so I tried making my fans quieter because i got annoyed that they are so loud when i'm not doing anything on the pc.
SPECS:
MOBO = Gigabyte b660m gaming x
FANS = Random case fans using a controller, plugged into SYS_FAN3
Things i tried:

1. Using the Smart Fan6 in BIOS = It does the job but only when i'm in BIOS, once OS starts loading they go full speed.
2. Using Gigabytes SIV app with the Smart Fan 6 as well = doesn't do anything to them. I can't see the PWM setting in the app.
3. BIOS reset = didn't do anything
4. Argus monitor? = didn't do anything

Also idk if it's connected to the issue but i cant change the LED colors from the RGBFusion software, only by a button on the case(Genesis irid515 argb) but it might just be the controller's flaw.

Well they aren't that loud that i should get different ones i think. Just need them to not work on 100% all the time, doesn't matter if i'm playing anything or the pc is idle, they just shouldn't always work full speed.

What is the controller that you are using that is plugged into sysfan3?
Sysfan3 has a 4 pin pwm connector.
But, if it is connected via 3 pins then it is voltage controlled.

Fans will be louder when running at 100% speed.
Fans will run slower if they do not get full 12v.
Or,
Fans will run slower of they do not get full voltage all of the time.
delivering intermittent voltage is what pwm fan control does.

It would describe your setup a bit better, it would help.
You post suggests that you are using two or more fans.

Why not connect the case fans directly to the motherboard?

They were built into the case and connected to the controller, in the manual it says that it is a 4-pin PWM cable. I went into BIOS, changed settings there so it sees it as a PWM connection, set everything up and it worked but only when i'm in the bios or the pc starts. Once the OS starts loading it just goes full speed and stays like that.

If you can't solve it through fan speed settings in bios, then try using msi afterburner.

I've also noticed that in BIOS it doesn't see the RPM of the fans even though it changes the speed when i change the settings

I've disconnected the fans from the controller and connected them 1 by 1 to the mobo, since they are DC fans i changed all settings and it worked, maybe the controller is bad or the DC to PWM convertion is not good, idk.
