My Chrome isn't opening and my apps do not respond

Since I got Windows 10, I've been having issues with my computer such as it wasn't shutting down properly or it sometimes didn't boot up properly.
About a week ago, I noticed that whenever I tried to open my chrome, it wouldn't open until like 5 minutes later after I have clicked on the icon. I have reinstalled it and that didn't help.
Moreover, whenever I right-click anything on my computer such as apps or files, the tab stops responding and I have to close it.
How can I get rid of these issues?

If custom, what are parts in it?

If brand name, what make/model?

it sounds like your hard drive could be the cause

You could set power settings to high performance, and in advanced power options, set hdd to never turn off.
