My clock speeds stuck at 1.6?

I recently overclocked my i7 2600k to 4.4Ghz so I've been keeping an eye on my clock speeds, temperature etc.

I noticed if I leave my computer on long enough, HWMonitor tells me that my clock speeds are 1604Mhz and for some reason it stays that way. Even when I run stress tests it stays stuck at that speed. I even downloaded CPU-Z to make sure it isn't HWMonitor's fault and it also shows the same clock speed.

Restarting my PC fixes this but if I leave it on long enough again it happens again. Any idea what's causing this?

i7 2600k on a GIGABYTE Z68-APD3

You can try lowering the voltage, you could also try downloading SpeedFan and manually controlling the fan speed on the cooler. Go to YouTube and look up "Jayztwocents configure speedfan" and you should find a video to help you set up speedfan
Damn. I don't know. I'll check when it happens again.

For now though here are my temps when I run Prime95 for 10 minutes

I mean, don't those temps look fine?
 

I have a hyper212x tho...is that not enough? What if I just lower the voltage?
