[SOLVED] My components are underperforming ?

hi.
my pc is not getting that high fps i should get i play fortnite and other games too on all low setting and i still cant get 240fps constant my fps drops below 100 some times.
I dont overclock and i dont have xmp in my bios. I ve tried ddu didnt help and i have optimized my W10 to perform good in games.

Gpu=RTX 3070 8gb Memory 7000Mhz Core 1725Mz
Cpu=Ryzen 7 3700x 4.10Ghz
Motherboard=Lenovo 3716
Ram=Dual channel 16Gb 3200Mhz
Ssd=Samsung free space 70Gt
Psu=750 Gold + 80

why gpuz says that my gpu Clock is 1500 and rivatuner says 1750 could it boost like when i launch game or sum
Nvidia cards have a stock GPU clock speed, the 3700 is 1500MHz. When gaming it is ratted to boost up to 1750MHz, but as long as temps, power, and power limit are available it will boost well above the 1750MHz.

Take my 2080 ti for example base speed is 1350MHz, boost speed 1545Mhz. but if temps, power, and power limit are all ok it his 2145Mhz with average speeds of 2087Mhz.
You can use a third party software like Afterburner (Rivatuner before) from MSI which works also with non MSI cards, you want to use the overlay option or the monitor menu to log your game session.
 
My gpu is at 20% because i use performance mode and that uses more cpu i think and if it wouldnt it still would be around 30 cause i have all low settings.
And what memory that is does that mean like my c drive memory read speed.
And my last treath was just a photo so those numbers are changing every second
