okay so i only use my computer to go on the internet and play CS:GO
i have an intel core i5, 8gb ram and gtx 760 gcard now theese aren;t the best but have definately been enough for me the past year or so.
My problem now is my CS:GO keep stuttering frames but i definately do not believe it is to do with in game problems has my computer in general feels less responsive as if something is slowing it down.
i checked task manager to see cpu usage and memory and my memory was at 70% when literally nothing was open. Which i thought was weird so some guy told me to goto
"msconfig/boot/advanced/ change max memory to 1mb"
i did that and closed a few things and my desktop feels a little smoother but the game still stutters.
Also had some pretty weird startup pc graphics which ill link now.

Any help at all would be appreciated, here are some screenshots of my task manager
