My computer boots, but doesn’t display on monitor. My fan goes loud then quiet over and over.

Hi! So I have a computer I built myself a few years ago. It’s been having issues lately after I moved. The computer boots but doesn’t display on my monitor. Sometimes when I boot it the fans make a lot of noise then goes quiet over and over again. How do I know which part of the pc I need to replace? I’ve tried booting it without the graphics card and it did the same thing. Thank you!

Take GPU out, and plug monitor to the IGPU and try to boot. if it does not, its the video card, if symptoms remains, its likely the PSU.
