My computer boots to a dark blue screen

I disassembled my computer a few weeks ago and just reassembled it yesterday. Although it was working fine when I took it apart, I'm running into a problem now. When I boot up the computer, it gives me options to enter the BIOS and I see the normal Gigabyte screen with a loading circle, but after that stage, I'm taken to a dark blue screen where I can't do anything.

I'd read earlier that this problem often occurs because of an issue with graphics cards so I replaced my old gtx770 with another gtx770 to see if that was the problem. Initially, that solved things. I was able to make it to the Windows login screen and to log in. Today, however, I'm having the same old problem--booting to the dark blue screen and not making it to any part of the OS.

Any ideas on where my problems might be coming from? Thanks

The only reason I'm hesitant to reinstall the OS is that I've been able to reach it once or twice. Not sure whether I have many options left though.

I just tried booting into safe mode but was unable to
