Question My computer doesn't restart properly

I don't know if this is the right place to post this but whenever I click on Restart my computer screen will turn off, but the fans will continue to spin and the led's will continue to stay lit. If I leave it on this it won't restart, I have left it for the better part of an hour and it still continued like this. This happened even before I swapped gpu's. I've tried everything I could find. Any help? I can't get vanguard initialized, either. That's the main reason I am asking this because I want to play Valorant.

This didn't fix it, if it helps here is my parts list. I don't know what else it could be
