I was playing League of Legends last night and my computer froze. I held the power button and turned it off. It would not power back on, so I striped the computer down and tried to turn it on again. No fans, hdd, etc tried to turn on. So today I went and exchanged the power supply thinking that was the issue. No. So now what do I do?

Are they any standby power LEDs lit on on the motherboard even though it's turned off? Everything plugged in good? This is to confirm it's indeed getting power. What brand & model is your new PSU? You could try the "paperclip test" on the new PSU attached to a single fan to make sure it's working correctly and runs a fan for checking output power.

There are no led's on my motherboard or sound. I haver taken the computer apart 3 times now and put it all back together. I have not tried the paperclip test because I am unfamiliar with it. Here are the specs of my custom build:
Intel I7 2600
EVGA GeForce 750ti
8G of vengeance ram
8G of G-Skill ram
Corsair CX750M modular

For paperclip test, you need to unplug PSU from everything its attached to. Then, if you have a casefan that connects using 4pin molex connector, or an adapter to covert it, hook it up by itself to PSU, even 2 fans if you choose. This way, if the test works the PSU fan and casefans should spin normally. Anyways, for the procedure...you need to take one end of a paperclip and wedge into Green wire connector (PS_ON)on main 24pin power connector. Take the other end and plug into an adjacent black wire connector(ground). After that, plug in PSU to AC outlet, flip PSU power switch and fans should turn on. If this doesn't work, the new PSU is probably bad. If it works, I'd suspect the motherboard.

The paperclip test came out to be positive! Its not the PSU.
I am worried that my cpu and video card shorted out with the motherboard. Can this happen? Is it likely? How can I tell if anything shorted out as well? I am calling the manufacturer in the morning about getting a replacement.

I have my doubts that parts were damaged from the original problem. Based on your description, you system just froze/hardlocked, you powered down, and now it doesn't start back up. If there was a "pop" or a strange smell, then I'd be more concerned. You would need another computer/motherboard however to test videocard out and CPU, though for the CPU it would have to be pretty specific. If the PSU isn't the problem, and nothings is powering up when connected all back together, the motherboard is next on the list for troubleshooting/replacement.
