Earlier today I upgraded my computer from Windows 7 Ultimate to Windows 8.1 Single Language. The install went smoothly and I had to update some drivers cause Windows screwed it up, but that went smoothly too, no big deal.
But, for some reason, all of my Metro apps (including the Windows Store and PC settings) won't open. They all have this circular X on the bottom right of each tile, and when I went to the All apps section, it says "Error" on all of them. When I try to open one of them, sometimes it says This app can't run, or sometimes it just puts me back to the desktop and the app becomes minimized and won't let me bring it up.
There's also another problem; Control Panel won't display my installed programs. It's completely empty.
What I have tried so far;
-Ran "the" command on Administrator: Command Prompt that involves Windows PowerShell.
-Disk Cleanup.
