My computer has been completely messed up after installing Windows 8.1!

Earlier today I upgraded my computer from Windows 7 Ultimate to Windows 8.1 Single Language. The install went smoothly and I had to update some drivers cause Windows screwed it up, but that went smoothly too, no big deal.

But, for some reason, all of my Metro apps (including the Windows Store and PC settings) won't open. They all have this circular X on the bottom right of each tile, and when I went to the All apps section, it says "Error" on all of them. When I try to open one of them, sometimes it says This app can't run, or sometimes it just puts me back to the desktop and the app becomes minimized and won't let me bring it up.

There's also another problem;
Control Panel won't display my installed programs. It's completely empty.

What I have tried so far;

-Ran "the" command on Administrator: Command Prompt that involves Windows PowerShell.
-Disk Cleanup.

Solution
May as well do a fresh reinstall as it looks like you will have to reinstall all your programs anyways. Probably run smoother anyways.

I had a similar issue when I upgraded one of my computers from 7 to 10. I couldn't open disc management and I couldn't open most of my programs or they were just gone. Fresh install got everything working.

No, I haven't. Right now I'm considering to do that, but I feel kind of lazy to move my files over to a hard drive. Any other solutions that might work?

If I absolutely have to do a fresh install, then I'll do it, but I want to know if there's another solution.

To get a better understanding, here's a few screenshots;

Firefox is displayed because I reinstalled it.
