My computer is freezing with my CPU, the driver i have Windows on and my GPU hitting 100 % at the same time for 2 - 4 seconds.

Hi

I just built my self a new PC and got all new parts except for my GPU which I took from my last PC. So this "freezing" all started just a while after I had built it, I've searched around on the webb to find a solution to my problem but i can't seem to find how to do it.
I've updated all of my drivers to, but when the freezing occurs a kind of spinning sound comes from withing my hard-drive area in my PC case. The sound is like it comes from a DVD player but I don't have one, I suspect it comes from my harddrives. If you would need more information the please comment.

My Specs:

CPU: Intel(R) Cote(TM) i7-9700K CPU @ 3.60GHz
RAM: 16 GB
OS: Windows 64-bit
GPU: Gtx 1080 8GB
Motherboard: ROG STRIX Z390-H Gaming
PSU: Fractal Design Integra M 750W

If anyone got any idea of what could be causing such a problem please leave a comment.

I've done a "short" health test on the software you linked and everything is green and it says that no problems was found.
