My computer is great, why do I lag in-game?

I'm usually pretty tech savvy, but I just can't seem to figure this out. So, here are my specs:

Intel Core i7-4790k @ 4.00 GHz
Nvidia Geforce GTX 770
12gb of RAM

Now, for some reason, when I play overwatch, I feel very choppy, but ONLY sometimes. It'll be playing perfectly, but then once there's a ton of action going on around me, it feels choppy. Granted, I do use skype while playing with me and my partner on cam, however my partner does the same thing and her game doesn't like. I feel like it's something to do with the CPU but I honestly don't know.

Here is a picture of my CPU usage with just skype and basic applications open: https://gyazo.com/7985a3038b1bc79d3446889e4e117b55

If any more information is needed, let me know. I can gladly answer.

I honestly just want to upgrade my PC but I need to figure out what needs upgrading so I can keep certain parts.

Thank you.

200mb down 50mb up buddy, and constant 30 ping. internet is perfect

Neat. Overwatch is one of the games that scales down settings, and your system is well above spec. If the network is good, then you're looking for weird stuff.

Run Windows Resource Monitor (google it) in the background while running Overwatch. When you hit lag use the windows key to get to desktop so you can see resource monitor then check things like disk response time and queues, any signs of paging (shouldn't be) and signs of spikes in network utilization, etc. Maybe you can see something.

If you have a spare disk, replace your current system drive with the spare one and reinstall win10. See if the problems go away with a clean windows and Overwatch and Video driver install. If not then put your old drive back in.

Good Luck.
