My computer is hacked and now none of my browser will load any website. How can I fix?

When I turned on my Surface running Windows 8.1 I see lots of connection in netstat -a which later disappear. This tells me I have been hacked. Now none of my browser will load any sites including google.com. It spinning wheel just keep spinning, loading for ever. How can I found out what the hacker did to undo it?

Those connections at startup could be just some update checks.

Strangest thing...yesterday when I turned on Surface, I was able to access the internet without issue and all the TCP connections were gone. I did not get to use the program but, thanks for the program.
