[SOLVED] My computer is messed up, and I need help!

So basically, whenever I start my computer I am greeted with the regular login screen. But when i login all icons are gone and so is the wallpaper everything is just black, besides the icon bar at the bottom which is visible. But no longer displays its icons on it and the start button doesnt work. After a while the background wallpaper appears, but all the icons are still gone. When I click ctrl+alt+del and try to open task manager, nothing happens. When I hold shift to restart the only options available are startup settings and UEFI firmware settings. I don't know what to do to fix my computer. I have full access to its parts and know where everything goes inside the PC, Ialso the windows 10 install disk if that helps.

this to repair the files https://support.microsoft.com/en-us/help/929833/use-the-system-file-checker-tool-to-repair-missing-or-corrupted-system also drive could have bad sector so i would use is maker software to test it .
