My computer is messing up

Hi guys sorry about my use of language. My computer likes to blue screen me when ever I load it up, I just want to wipe the hard drive so I can start over and reinstall windows 7 professional 64bit, but everytime I try and do it with the disk and restarting it blue screens me.
So how can I wipe my hard drive?

what is the blue screen error code this will help us narrow down the cause

if you start the install process you can wipe the hard drive during installation

Can you try to boot it from a CD drive? Shouldn't that help solve the issue?

It's been 3 different blue screens, I've tried to do it from the bios and blue screens me there too

Please list the blue screen errors but you should try reseating your ram/cpu as it appears when you try to enter the bios.

If you have a Windows CD, can't you just put it inside the CD-ROM and boot it from there, then directly reinstall the OS, assuming you don't need to keep any of the data on the PC?
