My computer is rejecting the internet

I can't figure out why my computer won't fully connect to the internet, it load's but stops than says that I'm not connected to the internet, I know it ain't the connection because this happened over 3 different networks. It was happening over all my browser's and steam.

Seriously, did it EVER worked? and what you did to it between BEFORE, then AFTER?
