My computer is saying I'm only getting 5 Mbps download speed

I recently built my computer and when I tested to see what my ethernet speed was, it was only at 5 Mbps.. I had a technician come out and check it for me and with his meter he got the full 200 Mbps on my end.. Then tried it again on my computer and only got 5 Mbps.. Could this be my drivers? or something I need to change?

make sure you are using a cat 5e or cat 6 and not a cat 5 network cable between your pc and router
