My computer is sluggish

Hello, My computer is sluggish. I have Windows XP operating system. To help fix this problem, last night I downloaded and used a cleaner to clean it up It appeared to help a good bit. But this morning it is back to its old sluggish ways. The With no programs running in the front the CPU usage is ranging form 16-100% and the RAM is 79%. Can anyone suggest a fix for this?

Yup, I would try doing some basic cleanups first, CCleaner, getting rid of some programs/games you don't use anymore, running some anti-virus/spyware/malware programs, and also (but not least), defragmenting your hard drive to help it work more efficiently.

What are your system specifications?

Agree with drg889, also look into disabling any programs that lauch at startup that you don't use.

Last time I know of something like that happened, the computer went slower and slower. Then the speed kinda just, disappeared. So either your running something that your computer shouldn't be running, your PC is old (it is running Windows XP, although I got a PC with a i3 3220 running that OS because of program compatibility) or you got a Dell.
