[SOLVED] My computer is stuck in a boot loop

I can't access the windows troubleshooting menu, because I read somewhere how turning it off using command prompt will help (it didn't).
And now I can't access BIOS because MSI's fast boot setting was on. I made a USB boot drive but it doesn't seem to be working.
This is a mess, I know. Thank you for any help.

turn it off, unplug the hdd, boot to bios, turn off fast boot
