My computer is 'stuttering' after installing Radeon RX 570

Descibe the issue:
I recently installed my new radeon RX 570 video card. Ever since then, my computer will do this weird stuttering thing. It doesn't matter what I'm doing; I could have just restarted and have no programs running and it will still happen. My mouse cursor will freeze. While I'm typing this, it will freeze for a second or two and then what I wrote in the meantime will show up. If I'm watching a local video, that will buffer and stutter. It's almost like my entire system is buffering. I've updated Windows and my graphics drivers and that didn't help.

Is there anything else I can do? My computer is pretty much unusable beyond basic tasks (and even then, it's really annoying).

Open Task Manager and click on performance to check and see if the CPU, Memory, and GPU usage is spiking when the stuttering occurs. Try to narrow it down from there.

Could also be that your PSU isn't supplying enough power it's a long shot though. Try updating your BIOS.
