My computer is turning on and off repeatedly.

I was using my computer and suddenly my friend switched off the electric line. I had UPS installed. So, I didn't expect computer to switch off. But immediately after power loss my computer turned off and then turn on and kept repeating it. It didn't even give any signal to the monitor. So, I turned UPS off and turned it on again. Then there arose a new problem. Whenever I turned on PC, only the RAM was running (RGB RAM) and the fans and motherboard were off. I switched RAM stick to different slot and the first problem (turning on and off) started again.

Any help would be appreciated.

Note: Two days ago the same problem happened but it was fixed after switching RAM to different slot. But now that doesn't work.

possible PSU failure. try clearing CMOS
