My Computer Led Lights Are On But CPU Fan Dont Spin?

Earlier im testing my pc with different hdd's

and one of those. prevent my computer to turning on.
so after that i put back my old hdd which is working. after puting it back i turned on my computer the front case led lights are ON but i see my cpu fan dont spin, no beeps and nothing displays

pls help my computer is fine before i test those HDD's

Yes i dont touch anything but my ide cables and its molex.

i test my computer now i reapply thermal paste and re plug the cpu fans and check all the cables

it spins now BUT without my HDD installed. is it my power supply failing or my Hdd broke?

Yes, try to replace your power supply. Also it might be that CPU's temperature is too low and it will start working after some time. One more thing you can check your BIOS for the CPU temperature, so you can edit it by setting it to lower.
