Question My computer runs "slow-motion" like after i've left it on for 30 or so minutes without using it.

Hello, I don't know when this problem started, but everytime I, say, boot up my pc and go take a shower, when i return to use my pc and start up a game like battlefield (only happens on online games by the way) I move like I'm playing on 0.5x speed. I run slower, I reload slower, and when i actually manage to kill a player it has a notable delay of about a second or two. When i restart my pc and "freshly" use it it plays just fine, it also only happens when i haven't used the pc for some time, not when i am actively using it for some time. I've tried googling it but since I'm not that good with pc's i wouldn't know what to even search for. If anyone has any idea what it might be, how to fix it or even has the same problem as me please do share. Thanks in advance.

full system spec? include make and model of the psu
cpu/gpu temp and usage after this 30 mins? ram usage?
