My computer says 2.49Ghz but it runs at 1.90GHz What should I do?

So my computer says it can run at 2.49Ghz but its actually running at 1.90GHz.



So how can I make my laptop really go 2.49Ghz. I've already tried going into the BIOS but I had no luck. I would appreciate any answer. Thanks
 
Solution
The easiest way is to change the windows power plan.
Under power plans you will see mostly low power options.
Click on see more power options.
Choose High performance plan.
Now click on advanced options.
In this window scroll down to CPU/Processor
Set minimum to 100% set max to 100%.

Your processor will now run at its max all core boost rate. Unless it starts to get hot and then it will slow down to produce less heat. This is a laptop with limited cooling.
What you are seeing is Intel speed step.
When the computer is basically doing nothing, the processor will down-clock to save battery life and reduce heat output.
When you start doing something that needs more CPU power the CPU will clock up to higher speeds.

You can make it run at or near 2.49ghz all of the time, but battery life will be terrible.
