My computer says "4.99 GB Usable" HELP!

I recently got my 8gb ram and then i went to check my computer specs and i saw something weird.

It of course said 8.00 GB ram but right next to in in parenthesis it said (4.99 GB Usable)

What does this mean and what do i need to fix?

Is my computer wrong should i use a different software to check?

How i checked my computer ram (Windows 7)

1. I pressed the windows button
2. I pressed the 'Computer' button
3. I right clicked 'Computer' in files explorer
4. I clicked properties in 'Computer'
5. I looked at 'Installed Memory (RAM)'

yeah should i uncheck the maximum memory thing, it says the max memory is 2048 mb

CPU-Z only read the SPD information and doesn't check if the memory is usable. The Windows Event Viewer might show additional information around the boot time.
