My computer sometimes wont let me click on anything

Hello, Sometimes when im on the internet or playing my computer game it wont let me tab out using the Start button on keyboard so i have to exit game.. then when i get out it wont let me click on any of my programs on my screen but i can click on the programs installed on the bottom of my screen bar.. This just started happening not sure whats causing it..
