You could remove the hard disk and use a converter to connect it to another machine so you can retrieve your personal files.
When that's done, open an elevated Command Prompt and run Checkdisk to see if the system can fix any errors on the disk that might be hindering Windows from running.
At the Command prompt, use the syntax
chkdsk x: /r
substitung the x for the letter your PC gave the relevant drive. Pop it back into the Toshiba and see if it made a difference.
