My computer will fully freeze and make a quick, staticy noise in the headphones whenever I run a game like Overwatch or PUBG?

This problem is unprecedented, as nothing has changed with my system recently and I haven't experienced anything like this before. Windows 10, GTX 1070, i5-6600k, 16 GB RAM, 700 W power supply.

UPDATE: It just happened again, this time without running anything but Chrome. It's happening more and more frequently.

1) Check Cpu and Gpu temps
2) Post Psu model and full specs ( m/b, storage etc)
3) Run a memory Diagnostic tool
4) Run a hard disc diagnostic tool

Might be high temps, a hard disc failure , something to do with software (third party software, o/s )

1. CPU: 37-52 C idle, never above 55 C in-game. GPU: 63 C idle, never above 76 C in-game. Hard drive: 42 C, never above 43 C in-game.

3. Ran the Windows memory diagnostic tool, no problems.
4. Ran HDDScan Read and Verify tests, stopped after waiting over 20 minutes on each.

When opening my case to check my PSU model, I also noticed that both GPU fans are spinning very slowly, which is reflected by HWMonitor's evaluation. 204 and 246 RPM respectively.

Also worth noting that I frequently get this notification. http://imgur.com/a/aSmef

Other performance notes:
My textures, models, and even menu and UI images have been extremely slow to load in the last few months.
My framerate has taken huge hits in the last week, from consistent 120+ to dipping below 40, and even at 100 it feels choppy and as though it's under 30.
