My computer will not Boot up all the way.

So my computer will sometimes turn on but wont boot up. No signal will be sent to my monitor and my mouse and keyboard wont turn on. After waiting like 10 - 20 mins then i will get a actual good boot and the whole system will turn on.
I have no idea why it does this.

CPU: intel i7 7700k
GPU: Zotac geforce 1050 2gb mini
MB: MSI H110M PRO-VD H110 Micro ATX
PSU: EVGA 430W
RAM: x1 Ballistix Sport LT 8GB
Hard Drive: WD 1Tb 7200RPM

My CPU cooler is just a regular stock intel cooler. The one you get from a i3 in box.
