My computer wont boot bios but turns on completely.

So I built my first computer back in March of this year. I used a pretty cheap build cause I'm broke and it's worked great since I built it until two days ago. I turned only PC but the display was flashing and I thought it was an issue with windows so I system restored the computer and it seemed to work at first, but I went to work for the day and when I came back home it had restarted and I could boot the bios but not windows. I system restarted it again and it didn't work. So I went to go into bios and fix it but bios was just a black screen with a mouse. I was able to get into safe mode so I assumed it might still be windows.
Fast forward to this morning were bios wouldn't boot at all. I got it to boot up once after messing with my ram, then it won't load anything but it will fully turn on. As of right now I can still on my PC but it will not boot any software. My question is this an issue with my motherboard and I should look somewhere else for the problem.
