My Computer Won't Boot From dvd

I have a dell laptop and I put a fresh ubuntu os on not long ago. It worked for awhile but then it became corrupted so I had to reinstall. When I put in the disk it went to it but right before it came to the actual disk it just freezes, black screen, tried waiting didn't work. Does anyone know what happened?

if you have access to a working machine, download the version of ubuntu you need and create a bootable USB. I believe tuxboot or Rufus will copy the ISO to a USB and make it bootable to use as a Live install or for installation purposes. or simply create a new CD/DVD from that ISO

I tried that, I made a bootable chrome os usb to go in and "check" all the system files for corruption. Let me explain further, it goes to the Ubuntu login screen but when I log in it glitches out and just goes back. It won't read a usb, I tried using Chrome OS to go in and go over all the system files but it just freezes black screen.
