My computer won't boot!

I have an asrock z97x killer motherboard with an intel core i7 4790k. And my psu is an 850 watt xfx power supply with a xfx r9 280x. I came back from school yesterday to find, that it would not boot. some fans were spinning but a couple were not, all fans were plugged into the motherboards fan inputs, my monitor does detects a single but nothing shows..Is it a dead motherboard, cpu , psu any help would be appreciated. If you look at a image of the board the fans that are plugged right under the cpu, are not running

must be it. Tryed with another psu 600 watt corsair. Damn got to wait till next paycheck.
Got any recommendations for the best lga 1150 motherboard that is really reliable. No price point.
