My computer wont download or install anything

I have a tower that stopped working awhile ago. I got a new tower and put the old one in storage. I started having trouble with the new one and decided to try the old one. Little did I know, the old one works again. Well at least I thought it did. My computer will not let me download or install any program. I tried to install Google chrome and once the little box came up to Open-Save-Close, I clicked on open and nothing. Nothing at all, it wont even close out the box. I refresh and try again but nothing. I have done this with a few other programs and still nothing. Can anybody help

The simplest thing you can do is a hard drive wipe.e
