My computer won't start after I formated it

My computer won't start after I formated it. Boot screen freezes after loading the hdd on the boot sequence. If I remove the disk from the computer the boot does not freeze, but I've tried the same disk on another pc and it works fine.
I have also tried the ram memories on another computer and they work fine. I have tried other disk on the problematic computer and it works, but i can't get to install windows because it freezes too. So.. I dont know what the problem is.. maybe the mobo is not working properly. Here is an image of the boot freeze http://postimg.org/image/l1dn5fu5x/ it doesn't go further than that.

Press F8 then select the dvd-rom drive or usb device or whatever your windows installer is on.

Did you install OS after formatting disk.
