My computer won't turn on all the way

For my 14th birthday I got parts for a gaming pc. I spent the next two days building it and got it finished and it was perfect except for one thing, cable management. So after playing GTA for about a month, I grew tired of cables being in front of the GEFORCE GTX led logo. So I did some cable management. I got everything plugged back in exactly how I wanted it. I pressed the power button on my case and it booted, but I heard the fans or power supply or something humming. So I turned it back off and inspected the fans without touching them. I couldn't see anything so I just turned it on again. However this time the lights and everything flashed on for a split second and shut back off. I have tried everything I could find like reseating all the compulonents and checking the temperatures. I am really worried and need help ASAP. Help is greatly appreciated, my system specs are

GTX 970 Nvidia
Asus Z 170 motherboard
Intel i5 6600k
WD 1 tb. Storage
32 gb ddr4
Corsair spec02

Ya, PSU may be quite questionable along with needing to re-do all changes

Per Tom's Hardware PSU Tier List:
"Tier Four

Built down to a low price. Not exactly the most stable units ever created. Very basic safety circuitry or even thin gauge wiring used. Not for gaming rigs or overclocking systems of any kind. Avoid unless your budget dictates your choice.

Do note that the new CXM series is far more acceptable than the older one that's listed in the Tier List, although I don't think that the same can be said about the CX series.
 


Take the motherboard out of the case and set it on a non-conductive surface like a box or wooden table. Hook the components into the motherboard outside of the case and try again. This will remove the possibility of the motherboard shorting out against the case.

As for the power supply, is CX650M written in white or green? Green would be the older model which really isn't that great.
