My computer wont turn on.

I just got 2 200mm fans and a h75 liquid cooler for my pc. I connected the 2 fans and the cooler, and suddenly my computer wont turn on. But if i twist and turn the 24 pin PSU-MOBO connector, the pc rapidly turns on and off, i have tested the PSU and it works pefect, i have tried resetting cmos

Chassis: CM HAF XM
Motherboard: GA-990FA-D3H
2TB Harddrive
Windows 8.1
PSU: Cm modular 650w
GPU; EVGA GTX 770 4GB Superclocked


I have been looking for shorts and i found none

Ok, I see the addition (I had not rechecked after each post). If Jim's checklist does not lead to a solution, you will probably need to take it to a shop or knowledgeable friend with parts for diagnosis.
The PSU calculator at http://www.extreme.outervision.com/PSUEngine didn't exactly match your parts (e.g. the fans), but suggested 495W. Your PSU should be able to handle that, but given the brand I wouldn't be certain about that.

What is the "C650M" ? Is that a Corsair, CoolerMaster? Other? What graphics card is installed?
Disconnect the two fans, and see if it turns on. If so, either you've got a bad fan (or it has a short in it somewhere), or your PSU cannot handle the additional load.

Its not the fans or the cooler, i have no idea what it is. as it says above, i have looked for shorts and i also have checked the pins on the cpu if they are bent.

Brand Cooler master g650m
Motherboard is on standoffs
Did not turn on, let me make this more clear; when i press the power button, absolutely nothing happends, as if it was a pointless button.
The motherboard mounting cannot Be the problem because i didnt touch the standoffs when i installed the fans.

If you disconnect the new fans, does the PC boot up?
What video card is installed?
HardOCP reviewed that PSU some time ago, and like many others from that company (excluding their new, Seasonic-built V series), it is not good for its full labeled output (cleanly), despite the 80+ Bronze certification. This is in part because 80plus tests at an unrealistic 23C ambient, whereas the temperature in a working PC is more likely to be closer to 40C. In any case, if the demands of your video card are sufficiently high, the additional fans may have been just enough to push the PSU over what it can handle.

But i tried disconnecting the gpu and all fans and that didnt help"..

Do you have any spare parts available for testing? If not, you may need to take it to a shop and find out if your PSU is still working. What video card do you have? I'm asking in order to find out how much power your system needs.
Was anything overclocked? If so, reset your CMOS to defaults and try again.

Solution
Test your power supply.

With everything else plugged in, remove 24pin power connector from motherboard, take a paperclip and jumper from the green wire to any black wire.

If nothing powers on then it is a bad psu.

You can try this test with and without cooler/gpu removed.
