my computer won't turn on

i turned my PC this morning, I saw LED and the fan working.
but there is no screen at all, not even the booting screen.

Does it mean my motherboard is burned?

it is my first build PC, only one year.
MO :gigabyte motherboard gaming 5

what shall i do ?

see if someone has a test power supply if they do pull the gpu and use just onboard video if the mb has it and see if the mb post. if not rma the power supply first. if the power supply loses a leg it can power on the fans but not the whole rig.
