My Computer's Internet is Very Slow on a new OS install

So I just installed Win 8.1 on my computer, and for some reason the internet on it is horribly slow. It's only about 400 bits per second. I have no idea why and it's frustrating because I have no idea where to start to hopefully fix it. I want to clarify that it is a clean install onto a drive that has never been used before. Does anyone know why it the internet is so slow and how I can fix it?

The drivers for the network card are installed and the internet works fine on other devices.

Are your updates done yet? That's usually the biggest issue.

Nope. It can't really check for updates because the internet is so slow

The TP Link utility even has it at 13Mbps

You're going to need a few things then:
1) Screenshot of the network status (right click on the network icon, network and sharing-> connections-> details, and black out the last few digits of your MAC and ipv6 as well as other personally identifiable information)
2) Screenshot of the details tab of the task manager (right click on task bar)
3) Screenshot of the device manager with your network device section open.

Most likely one of those will show something that's not supposed to be there, and it'll be far easier to identify the issue/fix.
