My core speed and voltage are too low. How do I increase them?

I've spent the past 12 hours sitting in front of my computer, trying to figure out why my computer has slowed down drastically over the past week. There's no viruses, hardly any space or memory is being used, my fiber optic internet is amazing, so that brings me to my final suspect. Upon checking the bios and cpu-z, I have a feeling my Intel i5 8400 cpu core speed is either too slow (802 MGz) or has low voltage (0.656). So my question is, are those numbers bad? If so, how do I fix it? I have no idea how to overclock. I also searched around the bios and found no way to change settings. I saw the settings, but they were un-clickable.
 
Solution
Seems a lot of people are having problems with windows power management.
The slow speed is normal if you are not doing anything on the computer, but once you start a task , it should boost to normal speeds if only briefly.
Go to windows power management and set it for balanced or high performance and check again while the CPU is busy running prime95 or OCCT cpu test.

Solution
Monitor task manager/performance, and run a simple Defender scan....

If balanced mode is operating correctly, you should see the clock speed jump up and down , up to and including max turbo, for a minute or two during the Defender quick scan option.

If it stays at 800 MHz during the scan, then for sure something is wrong...
