I installed an i7 9700k about 2 weeks ago, and when i test it on different softwares like CPU-Z, it says it's running at 4.7 Mhz, even though i've never overclocked it yet

Solution
There's 3 speeds in a cpu. Idle speed, base speed and turbo/boost.

Idle speed is generally around 1.6GHz to 2.0GHz.
Base speed is 3.6GHz.
Boost is enabled by default in bios and is max of 4.9GHz for 2 cores, and 4.6GHz for all 8 cores. It'll boost depending on voltages and temps. If you don't have the cooling, or have high cpu voltages, you don't get max boost in any core.

Turbo/boost is a factory set overclock.
