Question My CPU clock get high but the utilize at low percent

Hi, i want to ask something about my cpu usage, so i tried to run PCSX2 with some naruto games, when i look at task manager it show my i5 2500 clock is at 3.9Ghz but the utilize it around 10-20%, is it normal? Cause i think this clock even exceed the maximum boost clock for this processor.
Here my specs:
i5 2500
Motherboard Gigabyte P75-D3
GT 630 2gb ddr3 kepler
2x4gb ddr3 ram

turbo boost normally only happens if temps are low so that usage might create right conditions to run turbo boost. But that 3.90, the only PC with same CPU at that speed are overclocked. And I don't think you can over clock non K cores.

I would get a 2nd opinion on Task manager, try running this - https://www.cpuid.com/softwares/cpu-z.html

You need to run it at a time Task manager is showing 3.9 just to confirm it.
CPU-Z is showing max multiplier is 37, which means max speed should be 3.70 or lower. Max might be 3.6

task manager isn't always right... or if you had my PC, never right. It always thinks my CPU running faster than it is. I assumed it would be right for your CPU though.
windows thinks my CPU running at 4ghz, when really most cores running at 100mhz

task manager isn't always right... or if you had my PC, never right. It always thinks my CPU running faster than it is. I assumed it would be right for your CPU though.

So it's just some bug on task manager? And my pc is normal then? I was worried because i was rendering in vegas pro before, my cpu temp goes to 81°c and then suddenly drop 50°c, i thought it was the reason for this
 
turbo boost won't operate at that temp anyway
Intel Turbo Boost continues to work until the CPU reaches 100°C. This is the maximum safe operating temperature for most Intel CPUs. There is no reason for the CPU to slow down until it reaches this temperature.

As for Task Manager, it has some known bugs when reporting MHz for older Intel Core i processors. Ignore it.
