My CPU cooler make a lot of sound

I have the stock dissipator that comes with intel processors, when i launch my pc, the cpu fan will start moving really slow and making a loud noice, after like 10-15 seconds it spins at normal speed and stop making that loud sounds. I want to know what is going on and if i should get some water cooling instead, thanks.

you will need to get another fan or get a after market cooler list all parts name and model and did you oveclock system .

But why is this happening? no, i never overclock any component,

check if the is no wire touching the fan blade fan could go out due to bearing and after market cooler are better then oem one .
