My cpu cooler seems to not tighten to the mounting plates

I'm installing a Cpu cooler onto my motherboard (noctua nh-d15) but when I try to screw the screws in the middle where the cooler is fastened I screw and screw but it doesn't tighten. What is the problem? (The motherboard is a Z370-A Pro)
 
Solution
Yes....once you get the first screw started...ONLY TURN IT IN ABOUT ONE TURN OR SO.

THEN try and start the second one.

DON'T turn the first one in too much or what will happen is what is happening.
Did you remove any protective mylar film from the cooler?
Are the screw threads sticking up from the mounting arms liked up with the screws from the cooler?
If not, you likely did not use the proper cutouts to mount the arms.
If all is aligned, you need to push down on the screws to get them started, they are spring loaded.
Start both before tightening down alternatively.

If no joy, post some pictures.

 


 
I think I am an ignorant idiot of massive magnitude. I did not, In fact, remove the mylar film from the bottom of the cooler. I will clean it up and remove it and then re-attach it. I'll come back later to summarise what happened, hopefully with good news.
 
That looks good to me.

Those four screws aren't the problem correct? It's the ones that mount the cooler correct?

It sounds like you maybe aren't getting the cooler down far enough for the screws to grab.

Could something be holding the cooler up?

Now that you posted a pic....maybe Geofelt has some ideas.

So it seems that there is a problem in elevation, but I have no clue as to why? Is there a reason for this? Is this common? I have a few pictures of the CPU and the mounting arms.
