My CPU core ratio won't go above 38

I'm new to overclocking, so I kinda don't know what I'm doing. But yeah, core ratio won't go above 38 for any of my cores, I would love some help.

CPU: Intel core i5-7500
Mobo: Asus prime z270m-plus
Ram: 16gb ddr4 2400mhz vengeance lpx
Psu: Cx750m
GPU: Asus GeForce gtx 1060 dual 6gb oc edition
Cooling: Cool master hyper 212 evo

The cpu is not a (k), not overclock able

Could be because its a non k processor that is locked At 3.8 max.
