Wait, you're getting a 970 for 720p gaming?! 😛
If you plan on getting the 212 in the future anyway, i'd recommend buying it now. It's only $15 more now instead of $35 more later.
Yes, the stock cooler is "loud af".
You could bring up a program like corsair link (Free), and if your stock cooler is installed properly... it will allow you to see the fan % in use for the CPU cooler. If the fan % is not above 50% at idle, then it's just the normal noise levels.

Upgrading to a better cooler would drastically lower the temps and noise levels... the tx3 and hyper 212 evo would be a good place to start.

dam it i was hoping to get a ssd but my computer sounds like it is going to break if i start running games on it lol so it looks like ill be getting the 212 evo or a liquid cooling solution.

The stock cooler will cool the chip to "safe" levels, but it's by no means ideal as it's "loud af".
If you don't plan on overclocking much, the tx3 will be a cheaper option that 212 evo... and it will be much quieter than the stock cooler.

If you wanna spend the extra $20, the evo will give you much more overclocking headroom, and it will be even more quiet than the tx3.

i was planning on overclocking my evga gtx 970 ftw so i think i would have to overclock my 8350 as well to avoid any bottlenecks........i guess ill go with the 212 evo

You wouldn't need to overclock, but overclocking would definitely give you some gains!
The evo is the best budget cooler on the market!
